On August 4, 2014, Clerk of Circuit Court and Comptroller Don Barbee Jr., was appointed by Gov. Rick Scott to serve on the 5th Circuit Judicial Nominating Committee.
The Judicial Nominating Commission is charged with vetting applicants for judicial vacancies throughout the 5th Circuit. They review application packets, conduct interviews and deliberate to provide the Governor with a list of the most qualified men and women for the position.
Clerk Barbee stated, “the men and women selected to be members of the judiciary work side by side with my team from the Clerk’s Office in ensuring the fair and efficient administration of justice. Judicial applicants must have a strong work ethic and be held to a higher standard than other positions within the community. I am excited about the opportunity to be a part of this important process.”

Clerk Don Barbee Elected as Vice Chair of Florida Courts E-Filing Authority
On June 9, 2014, Clerk of Court and Comptroller Don Barbee was elected by members of the Board of Directors as the Vice Chair of the Florida Courts E-Filing Authority.
Clerk Barbee stated, “I am humbled by the confidence of my colleagues on the Board of Directors and am excited about continuing my role in this incredibly important endeavor. The E-Filing Authority, under the strong leadership of the Honorable Tim Smith, is at the forefront of the nation in moving toward a statewide paperless court system.”
Beginning June 21, 2014, e-service participants will no longer be pre-selected; the filer must manually choose, per filing, which user they would like to receive service. This does not mean filers will need to enter the recipients information, they will simply need to check the box of each user they would like to receive notice.

This location will offer limited services. Customers will have the ability to make payments for traffic citations and on time payments for criminal cases, record Official Records, apply for marriage licenses, file wills and trusts and complete the first stage of the eviction process. The satellite office will also provide notary service and forms necessary to obtain a passport.
Hernando County has recently implemented electronic recording (E-Recording) of land record documents with Simplifile, CSC, and ePN.
With E-Recording now available, customers including title companies, banks, attorney’s, lien filers, and others who submit documents to the clerk of court’s office for recording can now do so electronically, saving time and money on mailing expenses.

Clerk of Court Don Barbee spent the day talking about the role of the Clerk and local government to 7th grade civics students at Challenger K-8. “I absolutely love it when I get the opportunity to speak to students. I was always a civics geek so this really was an awesome day. It also renews the immense amount of respect I have for our teachers. That was a long day!”
The 2nd Adopt a Road effort led by the Clerk’s Caring Crew did a phenomenal job policing our adopted roadside for litter. As the saying goes, many hands make light work. Thanks to over 20 employees and their family members who braved the chilly wind, we cleaned our 3+ mile stretch in a little over one hour. Nice work crew!
E-Filing in the State of Florida has not been without its hiccups but overall it has been a huge success. I believe we are now the only state in the country with a state-wide portal. As you might know, the Supreme Court gave attorneys a slight reprieve on e-filing in criminal and traffic cases. That grace period is over effective February 1st. If you are a local law firm that needs training or is struggling with using the e-portal, please call me. I have staff that have been working with the portal since its inception and as a member of the Board of Directors for the E-filing authority I am in a position to make recommendations for improvements. I look forward to working with all of our customers as we move toward a paperless court system.
